CARRY CONCEALED WEAPON (CCW) PERMITS IMPORTANT UPDATE - CITY OF SIERRA MADRE RESIDENTS

As a result of new legislation that took effect on January 1, 2024, the Sierra Madre Police Department is in the process of reviewing and making changes to our CCW application process. Applicants are still welcome to submit a completed application, however, as a courtesy we want to inform you there may be delays in processing your application due to a recent court decision that impacts elements of the new legislation. Additionally, should you choose to complete the application currently in place, you may be required to provide additional documentation as part of the application process based on the new laws passed.

AUTHORITY AND REQUIREMENTS:

The licensing authority specified in Penal Code sections 26150 and 26155 (a Sheriff or the Chief or other head of a municipal police department) may issue a license to carry a pistol, revolver, or other firearm capable of being concealed upon the person.  In order to qualify, the CCW applicant must be of good moral character and have successfully completed an approved firearms training course. All applicants for a CCW license will be fingerprinted (LIVESCAN) and state and federal records will be checked as part of a background to determine if they are eligible to possess firearms.  CCW applicants will also be required to successfully pass a psychological exam as part of the background process. 

CCW permits will only be processed for residents who have a physical home address in the City of Sierra Madre. P.O. Boxes and business addresses do not qualify. Anyone living outside this jurisdiction will be referred to their local Sheriff Department or Police Department for CCW processing.

HOW TO APPLY FOR A CCW

To begin the CCW application process please follow the steps listed below. Further explanation of each step and what to expect during the CCW application process are explained in the next section titled, "CCW PROCESS & WHAT TO EXPECT"

STEP 1: 

All applicants will need to complete the California Department of Justice (DOJ) BOF 4012 application (see link below).

• Be sure each firearm (maximum of three firearms) you are listing on your CCW application/license is registered to you or your spouse/domestic partner. The firearm cannot be registered to any other person or family member.

• Read through the application but DO NOT SIGN Public Disclosure Admonition (top of page 3) until in the presence of CCW Processor at the Sierra Madre Police Department (SMPD)

• Complete section 1-5 prior to arrival to the SMPD

• Read Section 6 but DO NOT SIGN until SMPD Investigator initial interview

• Complete section 7

• Read Section 8 but DO NOT SIGN until SMPD Investigator initial interview

REMAINING STEPS:

There are no other steps needed at this time to submit and begin the application process. As the applicant moves through the step-by-step process, the assigned SMPD Investigator will direct the applicant with additional steps needed to complete the CCW application process.  

NOTE - The Department may deny the applicant at any time during the application process. Notification will be made to the applicant if their application is being denied.

CCW PROCESS & WHAT TO EXPECT

The process to obtain a CCW is lengthy and requires many details along with mutual cooperation and understanding from both, the applicant and the issuing agency. Simply answering all the questions on the application does not guarantee the issuance of a CCW license as there are other requirements that need to be met and take time to complete and analyze. The determination whether to issue a CCW license is at the discretion of the licensing authority. Pursuant to California Penal Code section 26160, each licensing authority will have a written policy summarizing their requirements for issuance of a CCW license. In addition, prior to issuing a CCW license, the state statutes require proof that:

• The applicant is of good moral character

• The applicant meets residence requirements

• The course of training prescribed by the licensing authority has been satisfactory completed

The applicant must first fill out an application (Form DOJ BOF 4012).  The applicant will certify under penalty of perjury that all answers provided in the application are true and correct to the best of their knowledge and belief. The applicant will also acknowledge that information disclosed on this application may be subject to public disclosure.

Upon completion of the application, the applicant will need to submit various documents with their application. The application and all required documents must be given to a CCW Processor at the SMPD. Partial or incomplete applications will not be accepted. Upon receiving the application and associated documents, applicants will pay the non-refundable initial licensing fee of $95. Applicants will be given a CCW reference number by the CCW Processor which will be assigned to the CCW application.

The application and associated documents will be forwarded to the Professional Standards Supervisor, The Professional Standards Supervisor will review the application and documents accepted by the CCW processor. The Professional Standards Supervisor may request additional documents if applicable and will direct the applicant to obtain a LIVESCAN for the applicant to complete. The applicant will be required to complete the LIVESCAN process at an approved LIVESCAN facility. Fees associated to the LIVESCAN process are the responsibility of the applicant and are not collected by the SMPD. 

The Professional Standards Supervisor will then assign the applicant to a SMPD Investigator for a background investigation.  Successful completion of the background investigation will consist of an in depth review of the application, records check, interviews, and a psychological exam by a department approved psychologist. The cost for the psychological exam is $150. This fee is not collected by the SMPD and is paid direct to the company conducting the psychological exam

Only after satisfactory completion of the background, the applicant will be directed to complete the required firearms training from an approved department firearms trainer and facility. The cost of this required training is the responsibility of the applicant and paid direct to the training facility or trainer. Upon successful completion of this training, the applicant will need to send proof of the completed training to the SMPD Investigator. 

The SMPD Investigator will forward the completed application, documents and other pertinent information including investigative findings to the Professional Standards Supervisor who will then forward the application through chain-of-command to the Chief of Police or his authorized designee for final review. The Chief of Police or his authorized designee will then schedule a final interview with the applicant. The Chief of Police or authorized designee has the final approval authority to grant the CCW license. If granted, the applicant will be required to sign a Terms and Conditions document, and pay the remaining balance of the licensing fee ($380.00). The applicant will be issued an approved SMPD License and ID card authorizing CCW.  The license will be good for a period of 2 years from the date of approval.

NEW APPLICATION & RENEWALS

The Sierra Madre Police Department is only processing new CCW applications for citizens who physically reside in the City of Sierra Madre. We are not currently processing CCW Renewals. Residents seeking a CCW renewal should contact the issuing agency. All applicants at this time will be handled as new or initial applicants. 

AMENDMENTS

An amendment (DOJ Form 4502) is required for any of the following reasons:

• Name change
• Address change
• Deleting/adding a firearm to the license.

Additional documents may be required based on the amendment being sought.


REQUIRED TRAINING

An 8 to 16-hour firearms training course from a department approved firearms training facility must be completed prior to issuance of a CCW.   

CCW LAWS & REGULATIONS 

Learning the laws regulating the use of firearms is required for responsible firearm ownership. It is the responsibility of the CCW Licensee to know local regulations differ and laws vary from state to state. Citizens must check with the jurisdiction where the firearm is to be used.

In California, the issuing agency is required to follow state and local guidelines when performing the necessary background checks for issuing CCW licenses.

New Standard CCW (2 Years) - $475.00 ($95.00* Initial application / $380.00 upon Issuance)

Only the CCW Standard Licensing fees and Amendments/Duplicates fees are collected and made at the Sierra Madre Police Department.  We accept exact cash, personal or business checks.  Checks can be made out to the City of Sierra Madre.

Additional fees for DOJ/LIVESCAN and required firearms training are at the expense of the applicant.  Those fees are not collected by the SMPD.
